Final XFCE cleanup merge:

  • Panel icon-size: 2 → 0 (automatic) — fixes SVG icon dots on FreeBSD
  • python3 + python symlinks → python3.11
  • Colibri + XFCE handoff documentation
  • Icon cache regeneration notes

Fixed icon-size=2 forced Papirus SVG-only icons to render at 16px,
which gdk-pixbuf/librsvg2 handled poorly on FreeBSD — icons appeared
as dots. icon-size=0 lets GTK pick the best size from available
icon theme sizes, which resolves correctly at all panel heights.
