fix: canonicalize first-boot setup template, rewire build-vps.sh a8a0d80557

The canonical template now lives at firstboot/setup.txt.template; build-vps.sh
copies from it and vps/setup.txt.tpl is a backward-compat pointer. Resolves the
dangling colibri doc reference to clawdie-iso/firstboot/setup.txt.template.

docs: add okf frontmatter across all tracked markdown eae8f3f4e6

Add okf frontmatter (source_of_truth, last_verified, verified_by) to every
non-Astro tracked *.md, matching the colibri gate. Fixes the 5 prose ISO dates
flagged by the new check-dates gate to DD.mmm.YYYY.

ci: port okf/dates/lint gates, document skills catalog, fix import scalars

Port colibri's okf-frontmatter, date-format, and wiki-lint gates to
clawdie-iso (docs-only wiki-lint variant with a doc-name allowlist for the two
intentional non-resolving refs). Add scripts/ci-checks.sh, wire all gates into
the Forgejo format-check workflow, and document the gates plus the skills
catalog in AGENTS.md and docs/skills-catalog.md.

Also fix import-colibri-skills.sh block-scalar detection (| / >-): the old
grep matched the collapsed one-liner, which can never equal the indicator, so
multi-line descriptions imported garbled. Regression test added at
scripts/tests/skills-import-frontmatter.sh.

Gates green: format, wiki-lint (62/0), dates, okf (60/0), skill-import test.
