Lands the canonical ADR referenced by build.cfg and the consolidation work, salvaged from docs/adr-agent-harness-consolidation.

The original ADR said "remove Pi from the live CLI set" — now stale. Prepended a dated Update note: Pi is demoted, not removed (kept on-image as a spawnable backend, Node stays, zot is primary harness), per docs/COLIBRI-JAILED-AGENT-SPAWN-DESIGN.md. Original decision text preserved.

Supersedes docs/adr-agent-harness-consolidation (safe to close).
