Adds colibri register-agent and colibri list-agents to the CLI.

  • lib.rs: register_agent(name, capabilities) / list_agents() client methods
  • bin/colibri.rs: Command::RegisterAgent, Command::ListAgents with --capability/--capabilities flags

Closes the CLI gap noted in capability routing testing — agents can now register and list from the CLI instead of raw socket JSON.
