fix(skills): make freebsd-cost-optimization a SKILL.md skill dir

Move skills/freebsd/freebsd-cost-optimization.md to
skills/freebsd-cost-optimization/SKILL.md so the Colibri importer (skills/**/SKILL.md)
picks it up. Import smoke now loads 10 skills.
