feat(mother): draft genesis skill — join-the-hive sequence
- Resolve identity: hostname, OS, capability probe
- Verify vault: .env exists + contains API key
- Register agent: idempotent, safe to re-run
- Heartbeat + poll loop: stay alive on the board
