The Precondition (blocking) section still said two PRs must be merged. Both are already in main. Replaced with a simple status block confirming all PRs merged, Codex unblocked.

Both prerequisite PRs are already merged to main. The 'Precondition
(blocking)' section was still asking for merges that happened earlier
today. Replaced with a status block confirming all PRs are merged.
