The loose skills/freebsd/freebsd-cost-optimization.md had no SKILL.md wrapper, so the Colibri importer skipped it. Moved to skills/freebsd-cost-optimization/SKILL.md (pure rename). Import smoke now loads 10 skills (was 9); validate + prettier pass.

Move skills/freebsd/freebsd-cost-optimization.md to
skills/freebsd-cost-optimization/SKILL.md so the Colibri importer (skills/**/SKILL.md)
picks it up. Import smoke now loads 10 skills.
